The illustration shows a British soldier in a sedan chair, holding a whip and smoking his pipe as he looks down with disdain at the African, Asian, South Asian and Middle Eastern slaves in chains who carry him. The verso is dominated by a world map comparing the extent of the British Empire with those of Germany, France and Poland.
This is the cover portion of a folding world map that served as a wrapper for a special supplement of the Nazi publication Illustrierter Beobachter. The 48-page supplement was heavily illustrated with photos and cartoons, all attacking the imperialist "Shame" of England. The attack dates to the 16th century and describes British misconduct at home and abroad, with numerous attacks on the Jews. It includes an article by Joseph Goebbels, available in English translation (with additional images) here.
